SB 2103 Summary

• Amends 75 O.S. 2001, Section 250.5 regarding the Administrative Procedures Act to clarify that the act applies to public trusts having the state or any state department or agency as beneficiary.

• Exempts municipalities, counties, school districts, and other local government agencies from the Administrative Procedures Act requirements.

• Exempts specialized agencies created by the legislature performing local functions, including Urban Renewal Authorities, Port Authorities, Planning Commissions, and local districts.

• Specifies that the exemptions do not apply to public trusts with the state as beneficiary, which remain subject to the Administrative Procedures Act.

• Becomes effective November 1, 2010.
