Increases the time period for mailing notice of mechanics' and materialmen's liens from one (1) business day to five (5) business days after filing the lien statement.

Requires the county clerk to mail the lien notice by certified mail, return receipt requested, to the property owner at the address provided by the claimant.

Allows claimants to serve notice on the property occupant or post notice on the property if the owner cannot be located after filing an affidavit, within sixty (60) days of the lien filing.

Makes the bill effective November 1, 2010.
