Prohibits executive state agencies from converting to a multi-monthly payroll system without prior approval from the Legislature through a concurrent resolution or a specific legal requirement

Requires that any approved conversion to a multi-monthly payroll system cannot occur until at least 6 months after legislative approval or the effective date of the authorizing law

Clarifies that federal law cannot be interpreted to require multi-monthly payroll for state employees who are not paid directly with federal funds

Amends 62 O.S. 2001, Section 7.6 regarding state payroll procedures administered by the Office of State Finance

Declared an emergency measure, taking effect immediately upon passage and approval
