Amends special education transfer provisions to clarify that receiving districts must include appropriate grade level and category weights when calculating State Aid for transferred students, regardless of whether instruction is provided in-person or online.

Modifies the initial allocation formula for State Aid to use the highest weighted average daily membership from the current year or two preceding school years; specifies that nonresident transferred pupils in online courses use the preceding year's weighted membership or current nine-week membership, whichever is greater.

Updates Foundation Aid calculation to apply the same enrollment-based methodology as the initial allocation, with special provisions for online transferred pupils based on the higher of preceding year or current nine-week weighted membership.

Establishes effective date of July 1, 2010, and declares an emergency to make the act effective immediately upon passage and approval.
