SB 2115 Summary

• Modifies procedures for amendments to nonfiscal retirement bills to require Legislative Actuary certification before committee amendments are presented, rather than after.

• Changes language requiring prohibited amendments to nonfiscal retirement bills to be "withdrawn" (from "may" to "shall") and applies same requirement to amendments that convert non-retirement bills into fiscal retirement bills.

• Changes deadline for Legislative Actuary completion of actuarial investigations from November 1 to December 1 of the same year the investigation is requested.

• Expands procedures to allow committee chairs to prevent amendments from being considered if the Legislative Actuary will not certify they do not cause fiscal impact, with subsequent amendments requiring re-review.

• Effective November 1, 2010.
