Amends the definition of "basic industry" under the Oklahoma Quality Jobs Program Act (68 O.S. 2001, Section 3603) to include additional categories of qualifying activities.

Adds five new classifications to basic industry: alternative energy structure construction (NAICS 237130), solar reflective coating application (NAICS 238160), solar heating equipment installation (NAICS 238220), real estate/brokerage activities with 75% out-of-state transactions (NAICS 53120), and support activities for rail and water transportation (NAICS 4882 and 4883).

Defines "qualified federal contractor" and "qualified federal contractor verifier" to allow businesses with federal defense contracts to participate in the quality jobs incentive program when performed by Oklahoma workforce.

Requires establishments receiving incentive payments to offer basic health benefits plans to new employees within 180 days, including coverage for hospital care, physician care, mental health, substance abuse treatment, prescription drugs, and prenatal care.

Becomes effective November 1, 2010.
