Amends Oklahoma civil procedure law regarding supersedeas bonds required to stay enforcement of judgments during appeal.

Limits bonds for tobacco-related litigation to the lesser of 100% of judgment (excluding interest and costs), 10% of judgment debtor's net worth, or $25,000,000.

Applies bond limitations only to cases involving signatories, successors, or affiliates of the Master Settlement Agreement or Smokeless Tobacco Master Settlement Agreement dated November 23, 1998.

Allows courts to require full bond amount if appellant proves judgment debtor is intentionally dissipating assets outside ordinary business operations to avoid payment.

Becomes effective November 1, 2010.
