Re-creates the State Employee Health Insurance Review Working Group with five members: two House members appointed by the Speaker, two Senate members appointed by the President Pro Tempore, and the Insurance Commissioner or designee.

Changes the Working Group's primary duty from a one-time study to ongoing oversight and monitoring of health insurance recommendations and implementation efforts by a consultant selected to review state employee health care plans.

Authorizes the Working Group to contract with a consultant to provide expertise in state plan design and health care purchasing, with the contract exempt from the Oklahoma Central Purchasing Act.

Requires a final written report on oversight and implementation of consultant recommendations submitted to the Governor, House Speaker, and Senate President Pro Tempore by December 31, 2010.

Establishes the Working Group's termination date as January 1, 2011, and declares the legislation an emergency effective immediately upon passage and approval.
