Requires wind energy facility owners to decommission abandoned facilities within 12 months, including removal of turbines, towers, foundations to 30 inches below grade and restoration of disturbed land

Mandates owners file evidence of financial security (surety bond, letter of credit, or parent guaranty) with the Corporation Commission after the 10th year of operation to cover decommissioning costs, with estimates updated every 5 years

Requires operators to provide landowners detailed payment statements including gross/net power generation, sales prices, renewable energy credit values, and itemized deductions; landowners have audit rights and can recover costs if payments are deficient by 3% or more

Obligates owners to maintain $5 million comprehensive liability insurance naming landowners as additional insureds, with 30-day notice of policy changes
