Amends the definition of "Employee" in the Governmental Tort Claims Act (51 O.S. 2001, Section 152) to add licensed medical professionals who charge no more than Medicare reimbursement rates as state employees for tort liability purposes.

Adds licensed mental health professionals conducting emergency detention examinations under contract with the Department of Mental Health and Substance Abuse Services to the definition of state employees.

Clarifies that volunteer and full-time firefighters performing duties for fire departments are considered employees under the Act.

Removes the word "and" before item (8) and adds "and" before item (9) in the employee definition subsection to properly structure the enumerated list.

Effective date: November 1, 2010.
