Amends adoption disclosure laws to allow prospective adoptive parents who are kinship caregivers or have had a child in their home for 2+ years to receive medical and social history without redacting identifying information.

Modifies adoption assistance benefits eligibility requirements to expand educational options (including homeschooling and independent study programs) and extend benefits to age 19 for children continuing high school or pursuing GED.

Expands the Independent Living Act to serve youth ages 16-21 in Department custody or with federally recognized Indian tribes, including those who transition to adoption or guardianship at age 18, and extends Medicaid coverage.

Updates the Compact on Adoption and Medical Assistance to allow adoption assistance payments regardless of residency and permits the Department director to approve out-of-state payments up to maximum foster care reimbursement rates.

Modifies the Interagency Child Abuse Prevention Task Force membership and clarifies language regarding grant recommendation procedures.
