Amends 12 O.S. 2001, Section 686 regarding judgments in mortgage foreclosure actions and deficiency procedures.

Changes gender-specific pronouns to gender-neutral language throughout the statute, replacing "he" with "the person" and "his" with appropriate neutral terms.

Modifies deficiency judgment procedures by renaming "deficiency judgment" to "post-judgment deficiency order" and requiring such orders to be entered within 90 days of the property sale date.

Allows defendants in mortgage-related actions to set off the fair market value of mortgaged property against money judgments, except for debts, obligations, or taxes owed to the state.

Becomes effective November 1, 2010.
