Requires deletion of hate crime data and reports collected under 21 O.S. Section 850 when individuals are found not guilty, acquitted, or improperly charged and dismissed.

Authorizes Oklahoma State Bureau of Investigation Director to retain and protect hate crime data from additional disclosure.

Denies law enforcement access to state records when federal agencies request them to investigate or prosecute individuals under 18 U.S.C. Section 245, except for records of those convicted under Section 850 of Title 21.

Prohibits state employees from assisting federal agencies investigating or prosecuting individuals under 18 U.S.C. Section 245, unless the individual is convicted under Section 850 of Title 21.

Excludes evidence of religious or free speech assemblies from admission as substantive evidence unless directly connected to planning, conspiring, or committing an act of violence.
