Creates the Task Force on Tax Incentives to Increase Natural Gas Pipeline Capacity, effective until December 31, 2010.

Task force shall study current ad valorem, income, gross production and sales tax incentives available to natural gas pipeline transmission industry and determine their fiscal impact.

Task force shall take testimony on whether existing incentives impact pipeline capacity and whether additional incentives are needed.

Task force composed of seven members: two appointed by Senate President Pro Tempore, two by House Speaker, two by Governor (one representing pipeline industry, one representing large natural gas purchasers), and the State Secretary of Energy.

Task force shall report findings and legislative recommendations to the President Pro Tempore, House Speaker, and Governor by December 31, 2010; becomes effective July 1, 2010.
