Appropriates funds for the fiscal year ending June 30, 2010, to various Oklahoma state agencies from the General Revenue Fund and other state treasury funds.

Establishes funding for executive branch agencies including the Governor's Office, Department of Transportation, Department of Corrections, and numerous boards and commissions.

Provides appropriations for legislative operations including the Oklahoma House of Representatives and Senate, and support functions through the Legislative Service Bureau.

Allocates funds for judicial operations through the Supreme Court, Court of Criminal Appeals, District Courts, and related legal services.

Becomes effective September 1, 2009, and was passed by the Senate on March 3, 2009.
