Expands Oklahoma's malicious intimidation/harassment law (21 O.S. Section 850) to include crimes motivated by perceived gender, sexual orientation, and gender identity, in addition to existing protections for race, color, religion, ancestry, national origin, and disability.

Establishes 60-day statute of limitations for prosecuting violations of the malicious intimidation statute.

Creates tiered felony penalties: first offense (1-5 years incarceration and/or up to $5,000 fine); second offense (5-10 years and/or up to $10,000 fine); third or subsequent offense (20 years to life and/or up to $20,000 fine), plus civil liability for damages.

Adds protections for constitutionally protected speech, religious expression, and peaceful picketing/demonstration to prevent overbroad application.

Includes definitions of "sexual orientation" (actual or perceived heterosexuality, homosexuality, or bisexuality) and "gender identity" (actual or perceived appearance, mannerisms, gender expression, or behaviors differing from those traditionally associated with assigned sex at birth).
