Creates a new funding stream for the Statewide Circuit Engineering District Revolving Fund, allocating approximately 0.328% of gasoline tax, 0.48% of diesel tax, and portions of special fuel and gross production taxes

Raises the minimum load rating standard for county-built bridges eligible for reimbursement from H-20 (20 tons) to H-23 (23 tons)

Requires county commissioners to notify the Department of Transportation at least 21 days before accepting bids on road or bridge projects, with project information published on the Department's website
