Amends 69 O.S. 2001, Section 1701 relating to the Oklahoma Turnpike Authority's powers and duties.

Removes the word "vehicular" from the statute to clarify that the Authority facilitates all types of traffic throughout the state on highways.

Confirms the Authority's existing authorization to construct, maintain, repair, and operate turnpike projects and issue turnpike revenue bonds payable from revenues.

Authorizes the Authority to develop alternative uses of the Electronic Toll Collection System and construct inter-modal transportation facilities including warehouses, utilities, and intercity rail transit projects.

Declares an emergency effective upon passage and approval.
