Appropriates funds to the Oklahoma Arts Council and State Board of Education from the General Revenue Fund and other state funds for fiscal year ending June 30, 2010, including appropriations for public school financial support and administrative functions.

Allocates funding to higher education agencies including the Oklahoma State Regents for Higher Education and various state universities from the General Revenue Fund and Special Cash Fund.

Provides appropriations to state agencies across education, government, transportation, human services, health, natural resources, and judicial branches for operating expenses and duties imposed by law.

Includes specific appropriations for legislative operations, state offices (Governor, Secretary of State, Treasurer, etc.), law enforcement, corrections, and court systems.

Effective date set for September 1, 2009.
