Directs the Secretary of the Commissioners of the Land Office to study the possibility of selling commercial property sections under state control while retaining all mineral rights for the state.

Authorizes the Secretary to solicit information from persons, entities, or appoint study groups to assist with the analysis, with state agencies authorized to provide support.

Requires the Secretary to prepare a report with legislative recommendations and distribute it to the Governor, President Pro Tempore of the Senate, and Speaker of the House by December 1, 2011.

Amends 64 O.S. 2001, Section 1056 by deleting the requirement that surface and subsurface estates in state lands comply with local regulations and laws.

Declares an emergency effective immediately upon passage and approval.
