• Amends the State and Education Employees Group Insurance Board's authority over insurance rates and benefits by requiring legislative approval for any increases to medical and pharmacy co-pay amounts and deductibles starting in Plan Year 2011.

• Changes the deadline for the Board's premium determination for active employees from August to April (no later than the third Friday), and for other covered members from September to May (no later than the fourth Friday).

• Restores medical and pharmacy co-pay amounts and deductible amounts adopted at the Board's August 21, 2009 meeting back to 2009 Plan Year levels for the remainder of Plan Year 2010, while maintaining the 2010 premium rates.

• Declares an emergency to make the act effective immediately upon passage and approval.
