Amends 22 O.S. Section 18 to modify criteria for criminal record expungement (sealing of records).

Removes requirement that persons convicted of nonviolent felonies must receive a full pardon; changes waiting period from 10 years after conviction to 10 years after expiration of sentence.

Maintains 10 existing categories of persons eligible for expungement, including those acquitted, exonerated by DNA evidence, or arrested with charges dismissed within one year.

Records expunged under identity theft provisions (category 10) remain sealed to the public but accessible to law enforcement for law enforcement purposes.

Effective date: November 1, 2010.
