Creates the Uniform Adult Guardianship and Protective Proceedings Jurisdiction Act in Oklahoma law, establishing uniform standards for guardianship and conservatorship proceedings involving multi-state issues.

Establishes jurisdictional requirements for Oklahoma courts to appoint guardians or issue protective orders based on the respondent's "home state" (six consecutive months residency) or "significant-connection state" status.

Allows courts to communicate with other states' courts regarding guardianship proceedings and permits testimony from witnesses in other states through deposition, telephone, or audiovisual means.

Provides procedures for transferring guardianships and conservatorships between states, including provisional orders and acceptance requirements by receiving state courts.

Authorizes registration of out-of-state guardianship and protective orders in Oklahoma to allow guardians and conservators to exercise their authority within the state; effective November 1, 2010.
