Amends Oklahoma Horse Racing Act by requiring Oklahoma Horse Racing Commission to mandate Oklahoma-bred horse races at organization licensees' race meetings.

Requires organization licensees to grant priority use of stabling facilities to owners of Oklahoma-bred horses during race meetings.

Renumbers and reorganizes Commission duties in Section 204 to accommodate new requirement for Oklahoma-bred horse races.

Removes references to "rules and regulations" throughout Section 205.2, replacing with "rules" alone.

Effective July 1, 2010, with emergency clause providing immediate effect upon passage and approval.
