Prohibits the spouse of a package store license holder from holding another alcoholic beverage license, except for beer and wine licenses or mixed beverage licenses.

Allows package store licensees to sell alcoholic beverages on election days (national, state, county, or city elections), provided the election does not fall on another day when sales are otherwise prohibited by law.

Removes the prohibition on wholesalers selling spirits or wines to package stores on Saturdays, Sundays, and certain holidays, and removes election day sales restrictions for mixed beverage and beer and wine licensees.

Effective July 1, 2010, with an emergency clause allowing immediate implementation upon passage and approval.
