Requires end-of-instruction tests for secondary students in English II, English III, United States History, Biology I, Algebra I, Geometry, and Algebra II, with results reported on high school transcripts starting with the 2008-09 school year.

Mandates testing windows and result reporting timelines, with tests administered no earlier than April 10 each year and results disaggregated by demographic categories including gender, race/ethnicity, disability status, and economic disadvantage.

Establishes emergency effective date of July 1, 2010, and requires independent national assessment experts to conduct annual reliability and validity studies of end-of-instruction tests.
