Creates a Task Force on Creating Administrative Efficiencies until November 30, 2010, to examine ways to reduce administrative costs and duplicative overhead in school districts.

Task force consists of seven members including legislative chairs (or designees), State Superintendent of Public Instruction (or designee), and appointees representing policy research organizations and school districts of varying sizes.

Chair of the Senate Education Committee designates the task force chair, with appointments required by August 31, 2010; members receive no compensation but are reimbursed for travel expenses.

Task force must submit a report of findings and recommendations to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives.

Declared an emergency measure effective upon passage and approval.
