Amends Oklahoma law to allow override of computerized finger imaging for driver license applicants over 65 years old if their finger image cannot be scanned and identity is verified through alternative identification.

Requires that any override of finger imaging must include means to trace which agent authorized the override for accountability purposes.

Maintains existing requirement that all driver license and identification card applicants submit to finger imaging for identity verification and security purposes.

Requires written authorization from a parent, guardian, or legal custodian for finger imaging of unemancipated persons under 18 years old.

Becomes effective February 1, 2011.
