Requires CompSource Oklahoma to be sold to the highest bidder by December 31, 2011, with all proceeds retained as state assets and sale including all buildings and assets owned by CompSource Oklahoma.

Modifies the Merit System status of CompSource Oklahoma employees, providing that employees not hired by the successor company receive priority for positions in other state agencies.

Removes CompSource Oklahoma from certain staffing and salary requirements by striking it from the maximum full-time-equivalent employee limits and salary range tables.

Amends volunteer firefighter workers' compensation insurance provisions to require purchase through private insurers rather than through CompSource Oklahoma after the sale is completed.

Repeals multiple sections of Title 85 relating to CompSource Oklahoma operations, effective upon successful sale of the entity.
