• Authorizes the Construction Industries Board to develop an Internet-based information sharing website for construction projects with consent of all parties to the construction contract.

• Requires participating parties to sign a terms and conditions agreement; website access restricted to project participants through secure project codes with public access limited to project location, contractor name, and commencement/completion dates.

• Establishes that no construction project may be included on the website without written consent of the real property owner and general contractor.

• Allows participants to post project information including permits, material deliveries, invoices, inspection reports, preliminary lien statements, and completion notices; amendments are appended without overwriting original data.

• Grants the Construction Industries Board and its agents civil immunity from liability for posted information and authorizes the Board to charge reasonable annual fees for establishing individual project accounts; effective July 1, 2010.
