Amends Oklahoma concealed handgun license application procedures, including fingerprint submission requirements that must meet the Oklahoma State Bureau of Investigation's Automated Fingerprint Identification System (AFIS) submission standards.

Reduces the timeframe for the Oklahoma State Bureau of Investigation to issue or deny a concealed handgun license from 90 days to 60 days when the background check reveals no disqualifying records.

Requires the sheriff to submit completed applications with legible fingerprints, certificate of training or exemption, photographs, processing fee, and investigation report to the state bureau within 14 days of taking fingerprints.

Maintains the $100 application processing fee (money order, cashier's check, or nationally recognized credit card), $25 maximum fingerprint fee, and $10 maximum photograph fee to be retained by the sheriff.

Becomes effective November 1, 2010.
