Changes gender-specific language from "his" to "his or her" regarding defendant rights and attorney employment.

Maintains legislative intent that bail payment serves as prima facie evidence a defendant has funds to hire their own attorney, requiring courts to inquire into defendant's financial status before appointing counsel.

Effective date: November 1, 2010.
