• Requires Tax Commission to distribute prepaid wireless fees to substate planning districts, which allocate 99% to qualifying governing bodies based on population and retain 1% for administrative costs.

• All prepaid wireless nine-one-one fees are dedicated solely to emergency wireless telephone services including automatic number identification and location information, with no other nine-one-one taxes permitted on prepaid wireless services.
