Establishes retail sales periods: June 15 to July 6 and December 15 to January 2 annually for licensed retailers; manufacturers, distributors, and wholesalers may sell year-round.

Increases liability insurance requirement for display fireworks permits from $5,000-$10,000 to minimum $1,000,000 general liability coverage or amount set by local governing authority.

Extends licensing application period from March 1 deadline to 60 days after bill passage for manufacturers, distributors, and wholesalers seeking permits under new standards.
