Authorizes use of computer voice stress analysis (CVSA) as an alternative to polygraphs for detecting deception, with same regulatory framework as traditional polygraph examinations.

Adds definition of CVSA as "the process of analyzing small frequency modulations in the human voice and using computer processes to graphically display a person's voice patterns to determine deception or validate statements."

Establishes qualification requirements for CVSA examiners including completion of Board-approved CVSA course and six months of internship training, matching polygraph examiner standards.

Modifies Polygraph Examiners Board requirements to allow both polygraph examiners and CVSA examiners as board members, with at least two members qualified in each discipline.

Repeals minimum instrumentation requirements for examiners and makes language throughout statute gender-neutral; effective November 1, 2010.
