Expands confidentiality exceptions in adoption proceedings to include reference to section 7505-3.2 and modifies good cause findings language in 10 O.S. Section 7505-1.1.

Establishes exemption from preplacement home study requirement when a minor resides with a birth parent and the birth parent's spouse who has filed for adoption, though a home study is still required during the adoption proceeding.

Maintains existing prohibitions against child placement with individuals convicted of felonies including child abuse, crimes against children, violent crimes, and individuals subject to Oklahoma Sex Offenders Registration Act.

Declares an emergency, making the act effective immediately upon passage and approval.
