Requires the court order for child support payments to be attached to and sent together with the income assignment notice to the payor.

Mandates the Department notify employers at least 30 days before the final child support payment under a wage assignment order.

Directs the Department to develop a matrix showing different pay periods to coordinate payment orders with employer pay schedules and prevent late fees.

Requires the Department to create and provide employers a comprehensive manual covering compliance procedures and penalties for failure to comply with child support withholding orders.

Effective date: November 1, 2010.
