• Amends the Attorney General's duties to require state agency directors to request recovery of public monies and property illegally expended or used when the loss exceeds $50,000, or request the Legislature to initiate action for smaller amounts.

• Creates a new duty for elected municipal officers to take reasonable steps to recover illegal public expenditures and prevent illegal use of municipal property, with exceptions when recovery costs exceed the value recovered.

• Creates a new duty for elected county officers to recover illegal public expenditures and prevent illegal use of county property under similar cost-benefit conditions.

• Modifies the statute of limitations for taxpayer civil actions to recover property, extending the timeframe from six months after refusal to ninety days after refusal of proper officers to act on written demand.

• Effective date set for November 1, 2010.
