Creates the Drug Offenders Sentencing Task Force, operating until January 1, 2012, to examine effects of reclassifying sentencing for nonviolent drug offenses and make recommendations on drug offense classification while considering public safety.

Task force membership consists of representatives from the State Department of Corrections, District Attorneys Council, Oklahoma Sentencing Commission, Oklahoma State Bureau of Narcotics and Dangerous Drugs Control, Public Defender's Office, Oklahoma Bar Association, plus appointees selected by the House Speaker (2), Senate President Pro Tempore (2), and Governor (2).

Task force chair elected from membership at initial meeting held within 90 days of effective date; majority of members constitutes quorum and majority present may act for the task force.

Members receive no salary but may be reimbursed for travel expenses: state employees through their agencies, legislators per Oklahoma Statutes Section 456 of Title 74, and other members through their appointing authority.

Effective date is November 1, 2010; legislative and executive staff assistance provided as necessary to support task force operations.
