Adds five new members to the State Hazard Mitigation Team: a local Emergency Management Director, State Chancellor representative for The Oklahoma State System of Higher Education, State Director representative for Oklahoma Department of Career and Technology Education, and Department of Labor.

Expands the Oklahoma Intrastate Mutual Aid Compact to allow mutual aid assistance for non-disaster incidents and activities as determined by participating jurisdictions, in addition to declared emergencies and disasters.

Allows licensed professionals from other jurisdictions to provide assistance in non-disaster incidents or activities when requested, with same privileges as emergency response under the Compact.

Removes requirement that mutual aid system only apply to incidents resulting in a formal state of emergency declaration.

Becomes effective November 1, 2010.
