Authorizes Oklahoma courts to grant a grace period of up to one year for offenders to begin making restitution, fines, fees, or assessment payments upon release from the Department of Corrections if offender is at or below the poverty level.

Prohibits interest charges or payment increases during the granted grace period for restitution and related court-ordered financial obligations.

Requires offenders to receive information about their ability to request a grace period at the time of release from custody.

Amends 22 O.S. 2001, Section 991f, relating to restitution definitions and procedures in criminal sentencing cases.

Effective date: November 1, 2010.
