SB 2315 Summary

• Prohibits Oklahoma state and local government entities from issuing driver licenses or identification documents using Radio Frequency Identification (RFID) or similar technologies capable of storing and transmitting personally identifiable information.

• Prevents Oklahoma from participating in the Driver License Agreement or any other compact that would require linking state motor vehicle databases with international jurisdictions or entities outside the United States.

• Directs the Department of Public Safety to refuse implementation of database-sharing agreements and requires reporting to the Governor and Legislature any attempts by federal Department of Homeland Security to compel participation.

• Requires any agreement between state motor vehicle departments and entities regarding personal information collection to be approved by the committee with oversight authority, with all documents and procedures made publicly available.

• Declares an emergency effective upon passage and approval.
