Amends 70 O.S. 2001, Section 1-111 to modify requirements for school days and online course implementation.

Requires the State Board of Education to adopt rules for online courses addressing admissions eligibility, student transfer systems, course enrollment procedures, withdrawal grace periods, individualized learning plans, and extracurricular participation.

Prohibits school districts from denying students enrollment in educationally appropriate courses and requires admissions processes that include input from students, parents, and school faculty.

Mandates online course students participate in Oklahoma School Testing Program Act assessments at schools in their district of residence and requires weekly teacher-student and monthly teacher-parent telephonic communication.

Allows districts to extend individual school days beyond six hours while reducing total school days, provided annual classroom instruction time meets the required 1,080 hours per year.
