Creates the Youth Profiling Prevention Review Board to review and monitor nonjudicial allegations of gang involvement and profiling of youth

Board consists of 5 members: 2 appointees from Office of Juvenile Affairs with expertise in at-risk youth counseling, 2 appointees from faith-based gang intervention groups selected by the Governor, and 1 attorney or legal intern from a university or legal defense clinic

Requires local law enforcement agencies to notify parents/guardians by regular and certified mail when a child under 18 is reported by an education system employee to be involved in gang activity

Allows parents, guardians, or the individual to dispute reported gang activity through letters of reference from school personnel, recommendations from faith community members, proof of positive community involvement, or other documentary/testimonial evidence

Effective date of November 1, 2010
