Creates the Criminal Code Reclassification Task Force to exist until January 1, 2012, to examine and reclassify certain nonviolent felony offenses as potential misdemeanors while balancing public safety concerns and incarceration rates.

Task force membership consists of representatives from State Department of Corrections, Office of Juvenile Affairs, District Attorney's Council, Oklahoma Public Defender's Office, Oklahoma Bar Association, plus two appointees each from the Speaker of the House, President Pro Tempore of the Senate, and the Governor (total of 14 members).

Task force chair is elected from membership at initial meeting held no later than 90 days after the effective date, with meetings called at times set by the chair and a majority constituting a quorum.

Members receive no salary but may be reimbursed for actual travel expenses through their respective state agencies or, for legislators, pursuant to Section 456 of Title 74 of the Oklahoma Statutes.

Act becomes effective November 1, 2010.
