Modifies trafficking penalties in 63 O.S. Section 2-415 for eight controlled substances including marihuana, cocaine, heroin, amphetamine, LSD, PCP, cocaine base, and MDMA.

Changes threshold quantity for cocaine base trafficking from 5 grams to 28 grams for initial violations and from 50 grams to 100 grams for enhanced penalties.

Requires Pardon and Parole Board to review and recalculate sentences for individuals sentenced to life without parole for trafficking violations prior to the effective date, with written findings due within 90 days.

Maintains imprisonment terms tied to Section 2-401 penalties (twice the standard term for first offense, three times for prior trafficking conviction) with mandatory minimum 15 years at 85% service for aggravated trafficking.

Effective November 1, 2010, with achievement-based earned credits available only for inmates maintaining Class level 2 behavior standards.
