Amends Oklahoma parole law to require the Governor act on parole recommendations within 30 consecutive calendar days from when the Pardon and Parole Board delivers the recommendation.

Deems a parole recommendation automatically granted if the Governor takes no action within the 30-day period, except for crimes listed in subsection C.

Requires the Governor to review and explicitly grant or deny parole for 42 specified violent and serious felonies, including murder, rape, robbery, kidnapping, and drug trafficking offenses.

Mandates the Governor provide written explanations for parole denials and full written disclosure of parole terms to inmates, with a 24-hour review period before parole finalization.

Requires the Pardon and Parole Board to submit annual reports to the Governor and Legislature documenting the number of paroles deemed granted under this section; effective November 1, 2010.
