Amends 21 O.S. Section 51.1 to modify enhancement provisions for repeat felony offenders, effective November 1, 2010.

Replaces general recidivism enhancements with a focused "violent felony" enhancement requiring two prior violent felony convictions as enumerated in Oklahoma Statutes Section 571, allowing sentences of 20 years to life imprisonment for subsequent violent felony offenses.

Clarifies that enhancement provisions do not apply when a separate statutory enhancement already exists for the offense committed, and requires enhanced sentences to not exceed the statutory maximum for the underlying offense.

Requires felony offenses used for enhancement purposes to be separate and distinct offenses, and removes provisions allowing enhancement based on offenses arising from the same transaction or closely related events.

Provides liability protection for the state against damages claims related to incarceration periods resulting from application of the act's modifications.
