Establishes the Prison Population Relief Program for inmates convicted of drug-related crimes (excluding trafficking) and other nonviolent offenses as defined by Oklahoma law.

Requires eligible inmates to have served at least 15% of their sentence, have no misconduct record in the prior 6 months, and be within 6 months of parole consideration or 18 months of projected release date.

Mandates the Pardon and Parole Board to automatically examine eligible inmates' records and recommend those suitable for community supervision placement.

Requires the Department of Corrections to notify sheriffs, district attorneys, police chiefs, and crime victims before placing an inmate in the program, but prohibits sharing inmate addresses with victims.

Subjects inmates violating community supervision rules to disciplinary proceedings and declares the act an emergency taking effect immediately upon passage.
