Amends Oklahoma pipeline safety statutes to authorize the Corporation Commission to promulgate rules for gathering pipeline incidents not subject to federal Department of Transportation regulations, limited to telephonic notification, written reports, incident maps, and corrective measures.

Requires incident reports to be consistent with U.S. Department of Transportation Pipeline Safety Regulations and allows the Commission to disclose time, date, location, operator identity, pipeline size, and injury/fatality information to inquiring entities.

Establishes confidentiality protections for reports, data, maps, and other incident information filed with the Commission, exempting such records from the Oklahoma Open Records Act and restricting access to authorized Commission employees.

Modifies definitions in the Hazardous Liquid Transportation System Safety Act by removing the detailed "liaison" definition and renumbering definition provisions, while adding confidentiality requirements for plan and specification data submitted to the Commission.

Declares an emergency effective date for immediate implementation upon passage and approval.
